On 2 May 2018, the European Commission presented its budget proposal for the next multi-year financial framework. On 13 June 2018, the European Commission submitted a proposal for the Regulation of the European Parliament and of the Council establishing, as part of the Integrated Border Management Fund, the instrument for financial support for border management and visa (Border Management and Visa Instrument - BMVl).
The BMVI is a development of Schengen that must in principle be adopted by the Associated States. It is the successor instrument to the Internal Security Fund and the External Borders Fund.
The technical discussions on the BMVI Regulation were concluded in 2019. The tripartite negotiations (EU legislative procedure the EU) are ongoing.
Administration of the BMVI is governed by the same European provisions in all Schengen States. As Switzerland is not a member of the EU, the specific modalities of Swiss participation in the fund must be regulated in a supplementary agreement between the EU and Switzerland. This will be an agreement similar to those that Switzerland already concluded with regard to its participations in the Internal Security Fund and the EBF.
