Policy decision to stop international adoptions

On 29 January 2025, the Federal Council took the decision in principle to put an end to international adoptions for the future. This decision is based on the finding of a group of experts that even a thorough overhaul of the current system would not be enough to avoid all risk of irregular practices. A ban is therefore the only way to sufficiently protect all those concerned against these irregular practices, particularly children. The details and timetable for implementation will be worked out as part of a legislative project, which will then be submitted to Parliament.

The Federal Council's policy decision does not affect current adoption procedures. It also remains possible to submit new adoption applications. However, it should be noted that an adoption procedure generally takes several years from the submission of the application to its positive outcome. The legislative project will have to determine the possible effects of the entry into force of the legislative amendment on any adoption procedures that will still be ongoing at the time.
