Current Statistics of the HOOGAN database
The HOOGAN information system contains data on individuals who have exhibited violent behaviour at sporting events in Switzerland or abroad and who are subject to measures under the Intercantonal Agreement on Measures to Prevent Violence at Sporting Events.
The figures below show
- the number of individuals recorded in the HOOGAN database,
- their age distribution,
- the offences they have committed,
- and the measures taken under the Intercantonal Agreement on Measures against Violence at Sporting Events.
However, the figures only allow limited conclusions to be drawn about trends in violence at sporting events for the following reasons:
- Data on individuals and measures are only recorded in the system after a violent incident occurs, i.e. with a time delay.
- An individual recorded in the HOOGAN database may be subject to several measures simultaneously, for example a stadium ban and an exclusion order, or an exclusion order and the obligation to report to the police.
- Not everyone recorded in HOOGAN is subject to an active measure. After the last active measure has expired, the person's data remains in the system for three years before being deleted.
Number of people registered with active measures
Please note that the numbers and graphics are available in German, French and Italian only.
Example: In June 2025, 488 people with active measures were registered in the HOOGAN database.
New entries, deleted entries, per gender and sport type
Example: Between June 2024 and June 2025, 315 new names were registered in the HOOGAN database. Personal data remains in the system for three years after expiry of the last measure.
Age of people registered in the HOOGAN database
Example: The percentage age distribution has remained constant over the years. Approximately two thirds of those registered are between 19 and 29 years old.
Active measures
Example: A person may have more than one measure to his name in the database. The statistics show the number of active (i.e. applicable) measures on a particular reference date. Travel restrictions are valid for a short period only (e.g. one weekend).
Offences
Example: As of 1 June 2025, 1,012 persons were registered in the HOOGAN database. Of these, 140 were registered for causing damage to property.
The offences recorded in the database are based on those set out in the Swiss Criminal Code. As the cantonal authority records the offence, the person concerned and the measure taken, there may be differences in how an incident is assessed and recorded. The figures show the total number of entries for each offence for all individuals recorded in the HOOGAN database on a particular reference date (e.g. 1 June 2022). Each incident is recorded individually, meaning a person may have multiple entries for the same offence.
